The words "every second counts" were tattooed on his right arm. It described how he felt about his profession in the emergency services. However, the motto could apply to Justin's entire life. He lived his life full of energy and continuously set goals for himself.<br />

Justin Mangum, 20, of Mechanicsville, Maryland, lost his life in the line of duty on December 16, 2002. Justin was en route to answer a medical 911 call when he lost control of his vehicle. The scene indicated that he was trying to avoid something, most likely a deer. The area is prone to deer and other wildlife wandering onto its roadway.<br />

Mr. Mangum served as a volunteer emergency medical worker as well as a firefighter with Mechanicsville Volunteer Rescue Squad. He had recently completed his paramedic caseload. "Justin wanted to work in the field of aviation, and was eager to fulfill another goal," stated his mother.<br />
<br />
"Justin's accident impacted the community, and made everyone realize what these men and women do can be dangerous," stated Faith Roache, Assistant Rescue Chief. "Every time they go out, they know the dangers; rescue personnel realize this, now the community realizes too," she said.<br />
<br />
He loved life and lived it to the fullest; he had a very happy 20 years, stated his father.<br />
