Caldwell County Ambulance District was the first ambulance district formed in Missouri after passage of the Missouri Ambulance Licensure Law. Wilma Francis' death, on September 9, 1973, was the first known Emergency Medical Services line of duty death recorded in the State of Missouri.<br />

Wilma, 33, was killed in an accident while transporting a stroke patient to the Hedrick Medical Center in Chillicothe, Missouri. She was pronounced dead at the scene. The remaining occupants received injuries and were taken by another ambulance for treatment.<br />
<br />
Ms. Francis, nicknamed Billy Jim, was a licensed practical nurse, and was employed by the Caldwell County Ambulance Service of Kingston.<br />

Wilma C. Francis is survived by her daughter Willie Francis Morgan, a brother David O'Dell, and sisters Barbara Kipp and Dorothy Buck.<br />
