A well-known pilot and Dare County employee for 21 years, C.C. was chief pilot of the Medflight helicopter operating out of Manteo, North Carolina.<br />

On Sunday, March 26, 1989, C.C. and fellow crew member Stephanie Willoughby responded to an emergency medical call involving a small child who needed to be transported to Sentara Norfolk General Hospital.<br />
<br />
On the return flight, the helicopter struck an unlighted cellular telephone tower under construction directly in the flight path. There were no lights on the tower as required by the Federal Aviation Administration.<br />
<br />
The lights were scheduled to be installed on Monday, March 27, one day after the tragic accident that claimed the lives of C.C. and Stephanie.<br />
<br />
C.C. was 53 years old. The child, the last patient flown in the helicopter, was treated at the hospital and released the day after the accident.<br />
